In March 1989, a soft-spoken British physicist working at CERN submitted a proposal to his supervisor with a modest title: "Information Management: A Proposal." His supervisor wrote two words in the margin: "Vague but exciting." Those two words preceded the invention that would reshape human civilization more fundamentally than any technology since the printing press. The physicist was Tim Berners-Lee, and his vague but exciting idea was the World Wide Web.
Timothy John Berners-Lee was born in London on June 8, 1955, to parents who were both mathematicians who had worked on the Manchester Mark 1 — one of the earliest stored-program computers. The household was saturated with mathematical thinking, and the young Tim absorbed it naturally. He studied physics at Queen's College, Oxford, graduating in 1976. After stints at several software and hardware companies — where he built, among other things, a typesetting system and a real-time control system — he arrived at CERN in Geneva in 1980 as a contract software engineer.
It was at CERN that Berners-Lee first confronted the problem that would define his life's work. The particle physics laboratory was a sprawling intellectual community where thousands of researchers from dozens of countries collaborated on enormously complex projects. Information was everywhere, but it was siloed — trapped in incompatible computer systems that could not easily communicate. Berners-Lee wrote a personal program he called ENQUIRE to help himself keep track of the connections between people, projects, and computers. It worked on the principle of hypertext — text containing links to other texts — an idea that had been theorized since the 1940s but never implemented at scale.
When Berners-Lee returned to CERN full-time in 1984, the problem had grown. His 1989 proposal envisioned something more ambitious than ENQUIRE: a global information system built on three technologies he would create. HTML (HyperText Markup Language) would define how documents were formatted. HTTP (HyperText Transfer Protocol) would define how they were transferred between computers. And URLs (Uniform Resource Locators) would give every document a unique address. Together, these three inventions were the World Wide Web.
By Christmas Day 1990, Berners-Lee had built the first web server and the first web browser, running on a NeXT computer at CERN. The world's first website — info.cern.ch — went live on August 6, 1991. It contained a description of the Web project and instructions for how to use it. There was no announcement, no press release, no product launch. Berners-Lee simply put it up and told people about it on newsgroups.
The most consequential decision of Berners-Lee's career came in 1993, when CERN announced that the World Wide Web technology would be placed in the public domain — free for anyone to use, modify, and build upon. This was not inevitable. CERN could have licensed the technology, and Berners-Lee could have become extraordinarily wealthy. Instead, he insisted that the web must be open. "Had the technology been proprietary," he later wrote, "it would never have taken off." The free web enabled an explosion of browsers, websites, e-commerce, social networks, and eventually the entire digital economy.

Berners-Lee founded the World Wide Web Consortium (W3C) at MIT in 1994 to develop and maintain open web standards, a role he continues to fill. In later years, as the web was colonized by surveillance capitalism, monopolistic platforms, and government censorship, he became an increasingly vocal advocate for the open web he had created. He launched the Web Foundation to promote internet access as a human right and developed the Solid project — a new platform giving users control over their own data. He accepted the Turing Award in 2016, computing's highest honor, and was knighted by Queen Elizabeth II.
At the 2012 London Olympics opening ceremony, Berners-Lee sat at a NeXT computer at the center of the stadium and typed a message that lit up the audience's seats: "This is for everyone." It was a moment that captured, in three words, both the achievement and the ongoing aspiration of the man who gave the world its most powerful tool for sharing knowledge.
