Tim Berners-Lee: The Man Who Gave It Away
In March 1989 a contract software engineer at CERN handed his manager a document about linking documents. Mike Sendall wrote two words on the cover — "vague, but exciting" — and let him get on with it. What followed was the World Wide Web, and the decision that mattered most was not technical at all: Berners-Lee and CERN released it with no patents and no royalties, which is the reason you are reading this on the web rather than on somebody's licensed network.
Ferranti Children
He was born on 8 June 1955 in London to Conway Berners-Lee and Mary Lee Woods, both mathematicians who had worked on the Ferranti Mark 1, one of the first commercial computers. Computing was the family trade before it was an industry. He attended Sheen Mount Primary School and then Emanuel School from 1969 to 1973, and read physics at The Queen's College, Oxford, taking a first in 1976. While there he built a working computer out of a salvaged television set — the sort of anecdote that would be unremarkable in a hardware hacker and is telling in a physicist.
His first jobs were unglamorous and formative: telecommunications engineering at Plessey in Poole, typesetting software at D.G. Nash in Ferndown in 1978, then real-time remote procedure calls at Image Computer Systems in Bournemouth from 1981 to 1984. Remote procedure calls — machines asking other machines for things over a network — turn out to be exactly the problem he would later solve at planetary scale.
ENQUIRE
Between June and December 1980 he worked at CERN as an independent contractor and wrote a program called ENQUIRE, a personal hypertext database for keeping track of who was working on what among thousands of transient physicists. It never left his desk. But it established the shape of the idea: information that could be linked rather than filed, in a laboratory whose organisational chart changed faster than any directory could. He returned to CERN as a fellow in 1984.
Twelve Months in 1990
The proposal went in on 12 March 1989 and was redistributed in 1990. The Belgian engineer Robert Cailliau joined as collaborator and internal advocate. By mid-November 1989 the first successful HTTP communication between a client and a server had taken place. Berners-Lee then wrote, on a NeXT workstation, the first web browser — called WorldWideWeb, and crucially it was also an editor, since he assumed people would write the web as readily as read it — and the first web server, CERN httpd. The first website went up on 20 December 1990, and it explained the project. On 6 August 1991 he posted an invitation to the wider world on Usenet.
Three inventions carried it: HTML, a markup language simple enough to write by hand; HTTP, a transfer protocol simple enough to implement in an afternoon; and the URI, a universal naming scheme that let any object anywhere have one address. The ACM would later summarise this as "inventing the World Wide Web, the first web browser, and the fundamental protocols and algorithms allowing the Web to scale."
Refusing the Toll Booth
CERN released the web technology into the public domain, free of patents and royalties. In 1994 Berners-Lee moved to MIT and founded the World Wide Web Consortium, an organisation built on the principle that web standards must be royalty-free — a rule he then spent decades defending against companies who would have preferred otherwise. He remains its founder and emeritus director. He took the 3Com Founders chair at MIT's CSAIL and heads its Decentralized Information Group.
In 2004 he added a chair in computer science at the University of Southampton, where he pushed the Semantic Web — the effort to make data on the web machine-readable, which has never quite arrived at consumer scale but underpins a great deal of infrastructure. In 2016 he became a professorial research fellow at Oxford and a fellow of Christ Church.
Institutions and Second Acts
He co-founded the World Wide Web Foundation with Rosemary Leith in November 2009, built data.gov.uk with Nigel Shadbolt in 2010, and co-founded the Open Data Institute in 2012, serving as its president. Since the mid-2010s his energy has gone into undoing the web's centralisation: the Solid project, developed with the Qatar Computing Research Institute, aims to give individuals real ownership of their own data, and on 30 September 2018 he announced Inrupt, an open-source startup to commercialise it. In November 2019 he launched the Contract for the Web in Berlin. He has been a consistent net-neutrality campaigner, signing the December 2017 open letter to the FCC opposing repeal.
The honours are conspicuous. Fellow of the Royal Society in 2001. Knighted in the 2004 New Year Honours "for services to the global development of the Internet," invested on 16 July 2004. Appointed to the Order of Merit on 13 June 2007 — a body limited to twenty-four living members. The inaugural Queen Elizabeth Prize for Engineering in 2013. The Turing Award for 2016. Time named him among the hundred most important people of the twentieth century, writing that he "wove the World Wide Web and created a mass medium for the 21st century" and had "fought to keep it open, nonproprietary and free."
At the London Olympics opening ceremony in 2012 he sat at a vintage NeXT machine and tweeted three words that were then spelled out in LEDs across the stadium's seats: "This is for everyone." In June 2021 he auctioned the web's original source code as an NFT through Sotheby's for $5,434,500. His memoir, *This Is for Everyone*, appeared in 2025.
Why Tim Is Called a Genius
The specific quality is synthesis under constraint. None of the web's three components was new in kind — hypertext dated to the 1960s, the internet's transport layers already existed, markup languages were old news. ACM President Vicki L. Hanson put the distinction precisely: he "not only developed key components, such as URIs and web browsers... but offered a coherent vision of how each of these elements would work together as part of an integrated whole." Andrei Broder made the same point from the other direction: growth began when Berners-Lee "proposed a unified user interface to all types of information supported by a new transport protocol."
His real talent was subtraction. Rival hypertext systems of the era insisted on link integrity, central registries, guaranteed consistency. Berners-Lee threw all of it out, accepted that links would break, and produced protocols so under-specified that a competent programmer could implement them from the spec in a day. That tolerance for mess is what let the thing scale.
The honest counter-case: he did not invent hypertext, packet networking, or markup, and he was not alone at CERN — Cailliau's contribution was real, and the web's explosive growth owed as much to Mosaic, written by others, as to WorldWideWeb. Some computer scientists regard the design as engineering judgment rather than deep intellectual achievement; there is no theorem here. What is not seriously disputed is the second thing, which no theorem could have supplied: he understood that a universal system had to be free to be universal, and he gave it away.
Legacy
Berners-Lee is the rare inventor who lived to see his invention become an environment and then spent the rest of his career worrying about it. The web made a handful of companies into powers larger than most states — the opposite of what its author intended — and Solid, the Contract for the Web and the Open Data Institute are all attempts to walk that back. Whether they succeed is unsettled. The original giveaway is not.
